Soccer referees are an essential part of our game .... and our CLUB.

Our REFS guide the safety of our players, lead rule(s) enforcement, encourage fair play, can dictate game management and flow, and refereeing is important opportunity for our community refs to earn income and/or members to experience their very first jobs! 

Club Referee personnel may include: A Head Referee, Assistant Referees ("AR's). It may also include, a forth official, or Video Assistant Referee (VAR's).

Head Referee

Iulian / aka "Julian"

Our Comox Valley United Soccer Club "Head Referee" is Iulian.

Iulian has been in this role with the CVUSC since 2022.

HEAD REFEREE DUTIES:

  • Referee planning, game scheduling, rules and policies, education and clinics, general liaison for all Comox Valley United Soccer Club referees/AR's and the club.
  • Iulian is the primary club contact for all general questions regarding refereeing; including game disputes, complaints, concerns, and/or any questions about learning to became a referee.

All questions from referees , or those curious about refereeing, should be directed to our Head Referee at referee@cvusc.org. (Please note that our Head Referee position is sun-contracted and correspondence may need extra time to be responded to.)

Referee Pathway

The official path

The Comox Valley United Soccer Club pathway generally starts with the entry point of referring....

"Small Sided Referee": Referees can begin this training, and refereeing, starting at the age 12 (of the current year). This role leads officiating younger age groups and smaller fields, and is ideal for those looking to officiate games 'up to U13' (5 vs 5 to 9v9 formats).

Next Step:

"Entry Level Referee" which allows referees to officiate full-field (11 vs 11) games.

CVUSC offers the Small Sided and Entry Level Referee courses, along with "Refresher" courses for returning referees.

From there, referees can continue to gain experience and move on to higher levels through BC Soccer if they choose, with training and support available along the way.

Small Sided Course

"Small Sided Referee": Referees can begin small-sided training, and refereeing, starting at the age 12. (To note: You will need to be 12 years old by the end of the current year.)

This role leads officiating younger age groups and smaller fields, and is ideal for those looking to officiate games 'up to U13' (5 vs 5 to 9v9 formats).

Registration is currently closed for this training. Next training courses will be host in 2027.

Entry Level Course

"Entry Level Referee": allows referees to officiate full-field (11 vs 11) games. If under 18, they may officiate the age group equal to their age -1. (Ex: If you are 17 years old, you may officiate U16 and below for full sided.)

Registration is currently closed for Entry level referee training. Next training courses will be host in 2027. (Last course took pace on October 3rd 26th 2026.)

THERE ARE CURRENTLY NO SCHEDULED REFEREE CLINICS

Our Head Referee, Iulian, offers BC Soccer certified referee courses for individuals looking to start or continue in their Referee career. All registrations are offered through BC SOCCER.

There are not currently any scheduled referee courses or training being offered by CVUSC Head Referee, Iulian.

Next clinic are expected in 2027. Dates to be announced. 

Small Sided Referee courses are open to participants aged 12 and up, while Entry Level Referee courses are available for those aged 14 and older.

Courses cover key topics such as the Laws of the Game, positioning, signals, and match management.

CVUSC offers Small Sided, Entry Level, and Refresher courses. CVUSC encourages referee development at every stage, in order to gain the confidence and skills needed to officiate the game.

CVUSC is proud to sponsor all *Comox Valley aspiring ENTRY LEVEL referees by reimbursing their clinic costs upon officiating 10 games with the CVUSC after graduating from training. There is no time limit to achieve this.

Eligibility for Reimbursement:

  • Must be minimum 14 years old by the end of the current year, only the Entry level referees will be reimbursed.
  • Must reside in the Comox Valley (Courtenay, Comox, or Cumberland).

Procedure for Reimbursement

The Head Referee will track how many games the Entry Level referee has been scheduled, and officiated. The referee will be reimbursed on the next issued pay date, following completion of the last game.

REFEREE PAY INFORMATION:

Anyone wishing to referee with CVUSC must be currently registered through BC Soccer to receive assignments.

Very important to note here that paid CVUSC Referees are sub-contracted services (not employees). All sub-contracted referees who earned more than $500 annually will be issued a T4A from the Comox Valley United Soccer Club, via the club's accounting partners.

Payments for subcontracted Referees are issued THREE (3) times a year:

1. End of spring season

2. End of fall season

3. End of winter season

Referees MUST:

  • Have an updated ADDRESS UPDATED WITH THE CVUSC - there will be a administration fee issued to the referee by the CVUSC to re-issue referees cheque(s) if it does not arrive to the referee, or is "returned to sender".
  • Have provided a social insurance number to the club. As those earning more than $500 annually will be issued a T4A.

Referee Kit

Referee Shirts-Provided

In order to be identified as a referee/AR for the CVUSC, all referees must wear shirts assigned by the CVUSC. One shirts is provided to every referee, once scheduled for their first games. They may make arrangements with our Manager of Soccer-Logistics to receive the shirt by emailing logisticsmanager@cvusc.org. 

Small-Sided Referees must wear shirts assigned by the club (bright yellow in colour) that are labeled and identity the referee. 

Entry Level Referees must wear shirts assigned by the club (yellow in colour) that are labeled and identify the referees. 

Kit Essentials-Available for purchase

The CVUSC stocks referees supplies for purchase. Please email CVUSC 'Manager of Soccer-Logistics' at logisticsmanager@cvusc.org to arrange purchase of any supplies. (The Club can only take Cash or Cheque at this time. No e-transfer is available.)

Code of Conduct

We ask that our referees share our common values when they are representing CVUSC
Youth Referee Code of Conduct

CVUSC Youth Referee Code of Conduct

All youth referees with CVUSC are expected to act with respect, responsibility, and fairness, both on and off the field.

What We Expect from Youth Referees:

Integrity and Fairness: Always make decisions honestly and treat everyone equally. Follow the Laws of the Game and be a role model for fair play.

Professionalism: Conduct yourself with dignity on the field, in the classroom, and online. Represent CVUSC and BC Soccer positively.

Respect: Treat players, coaches, referees, instructors, and spectators with kindness and fairness.

Fitness and Readiness: Be ready to referee by being physically and mentally prepared for the game.

Punctuality: The CVUSC recommends arriving at least 15 minutes before kick-off for all matches.  (For any UISA league games (PDL, WCL), referees should arrive 20–30 minutes early.)

Referees should be prepared:

  1. Whistle
  2. Wallet Cards
  3. Watch
  4. Solid-color referee shirt different from both teams
  5. Black shorts and black socks
  6. Proper footwear
  7. Set of flags (for Entry Level Referees)

Learning and Growth: Listen to feedback, ask questions, and work on improving your skills.

Follow the Rules: Always follow CVUSC and BC Soccer policies for safety, conduct, and fair play.

Remember: Being a referee is a leadership role. Your behavior, attitude, and preparation help make the game fun, safe, and fair for everyone.

Failure to follow this Code of Conduct may result in removal or further action by CVUSC and/or BC Soccer.

Adult Referee Code of Conduct

CVUSC Adult Referee Code of Conduct

All adult referees participating in CVUSC courses or officiating matches are expected to uphold the highest standards of integrity, professionalism, and respect, both on and off the field.

Expectations for Adult Referees:

Integrity, Impartiality, and Professionalism: Apply the Laws of the Game fairly, act as a role model for players and peers, and maintain high standards of conduct at all times.

Respect: Treat players, coaches, fellow officials, instructors, and spectators with fairness and professionalism.

Dignity and Conduct: Maintain composure and professionalism on the field, in training, and online, representing CVUSC and BC Soccer positively.

Physical and Mental Readiness: Maintain the fitness and focus required to officiate safely and effectively.

Punctuality: The CVUSC recommends arriving at least 15 minutes before kick-off for all matches.

Referees should be prepared:

  1. Whistle
  2. Wallet Cards
  3. Watch
  4. Solid-color referee shirt , assigned by club, clearly different from both teams.
